City of Melbourne’s Planning and Building Branch provides customer orientated building, planning and land survey services, ensuring the right balance between facilitating development and maintaining a high built form standard and safe environment.

The Position…Our Planning and Building Branch are looking for a dedicated individual to join our team.

Reporting to the Senior Building Surveyor and Contract Manager, you will be responsible for internal and external co-ordination of statutory local law permits and related inspections. Liaison with internal service providers ensures services are well co-ordinated, monitored and quality assured, and evaluation of statutory permits.

You will be required to ensure construction activities in and over public space are effectively managed and meet the minimum requirements eg. safety and the delivery of the permit and inspection functions.  Regular consultation with internal and external stakeholders, site inspections and subsequent enforcement will be required to ensure construction activities comply with the Local Government Act, Activities Local Law 1999, RMA 2004, Code of Good Practice, Construction Management Plan, Noise and Vibration Guidelines.

Your strong customer focus, negotiation and interpersonal skills will be heavily relied upon.  The ability to lead and provide sound technical expertise will see you achieve in this role.

You will have…(selection criteria) 

• Ability to demonstrate and display City of Melbourne Values – accountability, integrity, courage, respect for self and others, and striving for excellence
• Qualifications relating to Construction or Project management, or Building Inspection, Building Surveying
• Proven ability to deliver quality services in a range of environments including desk based task utilising property based permit information systems, GIS and site inspections liaising with owners, developers, builders and general stakeholders
• Experience in appraisal of temporary structures, scaffolding, gantries, and local law permits
• Experience in traffic management legislation, procedures and requirements
• Knowledge of legislation and Acts relevant to the operation of the Branch
• Extensive knowledge of construction related Local Laws
• Excellent negotiation and networking skills
• Knowledge and prior use of Local Government software systems such as Pathway - highly desirable.
